Not civil war on account of terminology?

Iraqi, being comprised of Sunni's and Shiite's who are quickly and effectively eradicating each other, looks exactly like civil war.

The Bush admin won't admit that it's a civil war, relying on semantics to prove it's position (Example: it's not a civil war, because fighting isn't happening in every part of the country. By this logic, the American "situation of 1861" wasn't a civil war because there was no fighting going on in Maine). Why do you think that is?
